Grants Management

From application to funds allocation and performance tracking| IT Support to make your grants meet your mission objectives. Financial Management and Budget Support Services

We understand that all governmental agencies activities are dependent upon securing and executing funding.This end‐to‐end perspective of agencies financial management enables us to understand process, system, regulatory dependencies and proactively identify opportunities for improvements. To meet this objective, we support the entire budget cycle of Planning, Programming, Budgeting and Execution (PPB&E). Advanced Analytics

We offer enterprise solutions for storing, mining, analyzing and reporting large and multiple-sourced data sets to empower your organization with the latest Advance Analytics practices and tools. We’ve supported multiple agencies within HHS, like the Substance Abuse and Mental Health Services Administration (SAMHSA) creating an interactive facility locator open-source libraries, and other technologies to manage over 60 million public health records. Currently, we support the National Science Foundation’s Enterprise Data and Analytic Services (NSF-EDAS) project to improve its ability to quickly ingest, analyze, and visualize data from multiple internal and external sources, Artificial Intelligence and Machine Learning, saving the agency billions of dollars in grantee expenses.

Public Assistance Program (PAP)

Engaged again by supporting FEMA Public Assistance program, AVANTI’s SETA expertise is assisting Puerto Rico’s municipalities, churches, private schools, and non-profit organizations throughout the island. Our project specialists and subject matter experts have participated in disaster events such as Ike, Sandy, Katrina, Harvey, Irma, and Maria. We are leaders within disaster management, assistance and recovery field since 1994, when Rwanda, Haiti, and many other US led efforts received US government attention.

IT Solutions for Public Health

For over 40 years, Synectics has partnered with multiple agencies within the Department of Health and Human Services, providing state-of-the-art innovative solutions in healthcare records management, heath grants administration, and health facilities location applications. Synectics has partner with Open Telehealth to create Synectikos™, a COVID-19 health engagement platform that supports government and community healthcare providers that need remote access for care management, care coordination, and public health case monitoring. Synectikos™ virtually connects actual or suspected COVID-19 patients to health care providers and public health program personnel through a secure, cloud-based solution for individualized patient monitoring via hosted devices that include software, smart devices, and other required medical devices ordered by the physician for remote patient access to increase patient and provider safety.

Edgar J. Rentas, MBA, Ed.D, Principal, Avanti

30 years of experience in the public and private business sector and a proven high-level leadership in management has paid Dr. Rentas a distinguished record of outstanding professional service and accomplishments. With significant experience as a senior executive in PM, accounting, strategic planning, budgeting and outcomes assessment, Puerto Rico Department of Education, $400M local government agency and vast experience with grants and federal funds management, Dr. Rentas has been working as Principal and now leads the effort for PAP, ARPA in Puerto Rico.

Ana Hirsbrunner, President, Synectics

Ms. Hirsbrunner is Synectics’ principal and is fully accountable for deliverables, contractual obligations, and customer satisfaction. A natural-born and inspirational leader, she implements the company mission to “make data meaningful TM” for federal agencies and oversees communications, technology, quality control, human resources, and corporate strategic planning and growth. Grounded in finance, marketing, federal government contracts, compliance, ISO processes, and IT service delivery, she is committed to employee happiness and fostering an environment of ethics and innovation. She studied Marketing and Communications at Hofstra University in New York.

Antonio Serra, PhD, Sr. Policy Advisor, Avanti

With over 38 years of experience in the field of education, public and private business sector management and consulting, project lead collaboration, coaching, and research in education, Dr. Serra works as the Senior Policy Advisor for AVANTI Technologies in Puerto Rico for the FEMA projects. His professional experience and academic background have contributed to have a high-level management and administrative leadership capacity, negotiation, research, and the ability to lead and implement change in a consensus-driven and proactive manner. Dr. Serra has a BA from Bayamón Central University, as well as, a MEd and PhD from The Pennsylvania State University.

Jeffrey Spears, JD, Chief Operating Officer, Synectics

Mr. Spears, an attorney by training, has a strong background spanning law, military science, contracts, international reconstruction projects and program management. Mr. Spears has significant experience in capacity building and international support programs and regularly lectures on a variety of topics to foreign government officials hosted by the US DoD on topics to include combatting terrorism, international privacy norms and anti-corruption activities. He studied law at the University of Kentucky and has an LLM focused on International and Operational Law from the U.S. Army Judge Advocate General’s School located at the University of Virginia.
